I recently purchased and downloaded the extra package. It downloaded to my iPad but not my iPhone. Should it have downloaded to my iPhone as well? Thanks

Hi there!
If you are using the same iTunes account you won't need to purchase it again.
On your iPhone tap the Info icon
Then rap Restore all purchases
This will validate the previous purchase and enable the package.
