Apple has posted a guide on setting up iCloud on a PC:

Using iCloud to sync your calendars and events has several benefits, not the least of which is near real time syncing across all your devices. Before I moved to using iCloud I was always struggling with syncing my PC (although I'm now a Mac user). Moving to iCloud made that pain go away!
